Essential Duties and Responsibilities:

  • Own the end-to-end solution strategy and architecture for assigned opportunities, ensuring the solution is complete, integrated, compliant, competitive, and delivery-ready.
  • Establish solution assumptions, design principles, guardrails, and decision criteria to guide technical, operational, pricing, and delivery teams.
  • Resolve solution decisions and tradeoffs by balancing client requirements, capture strategy, delivery feasibility, pricing assumptions, risks, and competitive positioning.
  • Lead solutioning across the opportunity lifecycle, from early qualification and pre-bid strategy through proposal submission, governance reviews, and transition to delivery.
  • Facilitate workshops, design sessions, and decision forums with cross-functional teams to define, refine, and validate the integrated solution approach.
  • Keep the solution integrated and delivery-ready by managing dependencies, assumptions, constraints, risks, and alignment across technical, operational, staffing, implementation, and pricing components.
  • Assign analytical priorities and workstreams to analysts supporting solution development, including requirements analysis, capability mapping, gap assessment, staffing inputs, risk analysis, and competitive research.
  • Review, validate, and synthesize analyst outputs to ensure accuracy, relevance, completeness, and alignment with solution strategy and proposal needs.
  • Translate analytical findings into solution decisions, design inputs, assumptions, risks, and proposal content that support a credible and executable solution.
  • Develop and contribute to proposal solution content, ensuring narratives accurately reflect the approved solution and remain internally consistent, compliant, and compelling.
  • Present and defend solution approaches with internal leadership, capture teams, proposal teams, and, when appropriate, client stakeholders.
  • Participate in client workshops, oral presentations, demonstrations, solution walk-throughs, and related engagement activities when needed to support pursuit strategy and solution credibility.
  • Lead business solution design workstreams for pursuits, client opportunities, and transformation initiatives.
  • Facilitate discussions with operations, technology, pricing, pursuit operations, proposal, implementation, and subject matter experts to define service delivery models, business processes, staffing approaches, technology-enabled workflows, assumptions, risks, and differentiators.
  • Translate strategy and requirements into executive-ready solution narratives, proposal content, implementation concepts, process flows, graphics, and client presentation materials.
  • Provide guidance to consultants and analysts and help ensure solution content is feasible, compliant, cost-informed, and aligned to client outcomes.
  • Experience in government health and human services, contact center, eligibility, appeals/fair hearings, Medicaid, SNAP, unemployment insurance, workforce services, or similar public-sector/service delivery environments preferred.
  • Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience.

Program Specific Requirements:

  • Leading solution design workstreams for complex pursuits, client engagements, or transformation initiatives.
  • Strong facilitation, operating model design, business process design, proposal content development, client presentation, and cross-functional leadership skills.
  • Ability to align operations, technology, pricing, staffing, implementation, compliance, and client outcome considerations into a coherent solution.
  • Government services, health and human services, contact center, eligibility, Medicaid, SNAP, unemployment insurance, appeals/fair hearings, or similar program experience strongly preferred.

This position is fully remote and will require a home office.

Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
