MTSS Specialist-Part Time/Contract Remote

Position Overview-Part Time (Remote with flexible hours)

We are seeking an experienced contracted specialist to support statewide implementation work for a state's transition to instructional-data approaches for Specific Learning Disability (SLD) eligibility determination.

This is not a generalist writing role. The person in this position must be able to translate RTI/SLD eligibility practice and systems-change implementation work into clear, usable, field-ready documents that hold up to review by school psychologists, special education directors, and client agency leadership.

Key Responsibilities

Resource Development & Technical Writing

● Draft, revise, and finalize the statewide implementation playbook and related guidance documents.

● Develop district implementation resources, including the implementation rubric, implementation workbook, model evaluation forms, and model IEP forms.

● Write and maintain technical guidance documents, FAQs, and website content supporting statewide rollout.

● Ensure all materials are accessible, culturally responsive, and aligned with Universal Design for Learning (UDL) principles, and meet ADA/WCAG 2.0 compliance standards per the client agency's style, brand, and accessibility guides.

Implementation & Professional Learning Support

● Support development of synchronous and asynchronous professional learning modules and facilitator/participant materials.

● Assist with district readiness assessments and synthesis of statewide baseline implementation data.

● Contribute to periodic implementation reports and the annual evaluation report.

Partner & Content Coordination

● Review existing and proposed implementation materials for technical accuracy and usability.

● Support alignment across implementation resources, guidance documents, and the client agency's existing partnerships with technical assistance providers, universities, and regional education service agencies.

● Incorporate feedback from partner workgroups, advisory structures, and district pilot feedback into resource revisions.

Required Qualifications

● Credentialed school psychologist, Credentialed Teacher with MTSS leadership and implementation experience, or equivalent special education eligibility expertise, with direct experience conducting and/or supervising SLD eligibility determinations using an instructional-data or RTI methodology.

Your professional credential must be in current and in good standing. You will be required to have a background check.

● Demonstrated professional writing experience producing implementation guidance, technical manuals, toolkits, rubrics, or comparable field-facing documents for an education agency, district, or consulting organization.

● Working knowledge of IDEA 2004, RTI/MTSS frameworks, and special education eligibility processes.

● Ability to write for a mixed audience of educators from teachers to administration, without oversimplifying technical accuracy.

● Strong project management skills and ability to meet deliverable deadlines on a fixed schedule.

Preferred Qualifications

● Prior experience developing statewide or district-level implementation resources, rubrics, or frameworks for a state education agency.

● Familiarity with a state education agency's special education framework and/or prior work with a state agency, regional education service agency, or school district.

● Experience supporting professional learning design (facilitator guides, training curricula) in addition to written resources.

● Familiarity with equity-centered systems design and family/community engagement resource development.

Pay: $35,000.00 - $40,000.00 per year
